The Entry-Level Driver Training (ELDT) final rule passed the last major hurdle in order to be made public and be published in the Federal Register. The Office of Management and Budget (OMB) completed its review on November 15 and returned it to the Federal Motor Carrier Safety Administration (FMCSA) as “consistent with change.” This is a very common phrase that accompanies rulemakings when they are released by OMB and returned to FMCSA.
This final rule will establish training standards for interstate and intrastate drivers that will be obtaining or upgrading their CDL. Training providers must offer and teach a training curriculum that meets all FMCSA standards for entry-level drivers and must also meet requirements related to course administration, qualifications for instructors, assessments, issuance of training certificates, and training vehicles.
I expect the final rule to be published in the Federal Register very soon.
